King Sabata Dalindyebo (KSD) Municipality conducted a Ward-to-Ward Integrated Development Plan (IDP), Budget and Performance Management System (PMS) Community Consultation Programme across all 37 wards from 14 to 28 September 2026.
The two-week consultation programme was aimed at engaging communities on their development needs and priorities as the Municipality begins the process of developing its five-year IDP for the 2027–2032 period. The consultations provided an opportunity for communities to review previously identified needs and backlogs, raise outstanding service delivery challenges, and re-prioritise their needs in line with the current circumstances of their respective wards.
The meetings also served as a platform for communities to receive feedback from their Ward Councillors on service delivery during the 2021–2026 term. Councillors provided updates on projects and services that have been completed, those currently underway, as well as projects and priorities that remain on the municipal plan.
Community members were given an opportunity to actively participate in the consultations by raising their service delivery needs and priorities. Across the various wards, some of the most commonly raised needs included water and sanitation, road construction and maintenance, electricity, RDP housing, and local economic development.
The consultations further provided an opportunity for the Municipality to listen directly to communities and gain a better understanding of the challenges affecting residents at ward level. The inputs received will contribute to the planning and prioritisation process as the Municipality prepares its 2027–2032 IDP, Budget and PMS.
Executive Mayor Cllr Mkhanyiseli Dudumayo said the purpose of the roadshows was to solicit the views of communities and identify their needs and priorities as the Municipality works towards crafting its five-year IDP.
“The IDP is an important planning document that guides the Municipality in responding to the needs and priorities of our communities. The inputs received from these consultations will assist us in determining what needs to be prioritised and how resources should be allocated,” said the Executive Mayor.
He further explained that the IDP would not only guide the Municipality’s planning and budgeting processes, but would also assist other spheres of government in understanding the development priorities of communities within KSD.
The Ward-to-Ward consultations form part of the Municipality’s commitment to strengthening public participation and ensuring that communities have a meaningful opportunity to contribute to the planning and development of their municipality. The information and priorities gathered during the consultations will inform the development of the 2027–2032 IDP and related planning and budgeting processes.
